Project overview
BC Housing and the City of Powell River are proposing to build 44 new homes and 20 shelter spaces at 5010 Joyce Avenue.
The 3-storey building would include:
- 40 studio homes with support services (supportive housing)
- 4 respite beds with enhanced health services (Complex Care Housing)
- 20 shelter spaces
- Indoor and outdoor common areas
- Central kitchen
- Washroom and laundry facilities
- Reception area and office space for staff
The property is owned by the City of Powell River and is adjacent to the qathet General Hospital.
Supportive housing is subsidized housing with on-site supports. Residents are single adults (19+) who are at risk of or experiencing homelessness. This can include seniors and people with disabilities.
All residents apply to live in supportive housing, sign program agreements and pay rent.
Typical supports include:
- 24/7 staffing
- Daily meals
- Life skills and employment training
- Access to health supports
- Connections to community and health support services

In complex care housing, residents access the same services as supportive housing. In complex care housing, specialized professionals also provide enhanced health, cultural and social supports to people with more complex needs.
These support services are voluntary and tailored to residents’ needs and goals. They are available to residents in their own home, for as long as they need.
Shelters offer free, immediate places to stay for adults (19+) who are experiencing or at risk of homelessness. A guest may stay in a shelter space for one night to a few months or longer. Shelter staff work with each guest to help them move toward stable, permanent housing.
Typical supports include:
- Bed and bedding
- Shared washrooms and laundry facilities
- Daily meals
- 24/7 onsite staff support
- Personalized case planning
- Referrals to health care, housing and other community services
The shelter is a self-referred process, with daily registration.
BC Housing selected Lift Community Services to operate the site. Staff will manage the buildings and provide services to all housing residents and shelter guests.

BC Housing and Vancouver Coastal Health have provided a Letter of Commitment to the City of Powell River. This letter expresses our dedication to collaborate with the City, the housing and shelter operator Lift Community Services, neighbours and other local partners to support successful neighbourhood inclusion.
This letter includes a commitment to host a Housing Inclusion Table. This table will bring together local agencies, including Lift, Vancouver Coastal Health, the City of Powell River and the RCMP. This group will meet regularly for a limited period to support initial operations, address community concerns, and promote the inclusion of the building in the community.
