Compliance Order

Rajinder Sahota (“Sahota”) and Dholpur Holdings Ltd. (“DHL”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a multi-unit building in Victoria, BC (the ‘New Homes”), without a valid Homeowner Protection Office (“HPO”) Residential Builder Licence and without each of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider. On November 1, 2016, the HPO issued Compliance Order 16-0027 to Sahota and DHL directing that Sahota and DHL:

Randal Stobbe (“Stobbe”) constructed a new home in Langley, B.C. (the “New Home”), between the period of, or about, May 2009 and February 2012.

Randall Wesley Brown (“RW Brown”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(e) of the Homeowner Protection Act Regulation, regarding a new home in Nanoose Bay, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to maintain a registered interest in the land on which the New Home was built for at least one year from the date of first occupancy.

Randy Kenneth Burton (“Burton”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Lumby, B.C. (the “New Home”), in, or about, 2009, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On April 4, 2014, the HPO issued Compliance Order 14-0028 to Burton directing that Burton:

Ranjeet Jhatu (“Jhatu”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built, or caused to be built, a five-unit, non-conforming multi-unit building in Surrey, BC (the “New Homes”), sometime prior to March 17, 2025, without being a BC Housing (“BCH”) Licensed Residential Builder, and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider. On February 20, 2026, BCH issued Compliance Order 26-0004 to Jhatu directing that Jhatu:

Reddog Logging Ltd. (“RLL”), Alana Kimberley Dickson (“A. Dickson”) and David Stewart Dickson (“D.

Regency Investments Ltd. (“RIL”), Omar Sharif (“O. Sharif”), and Amir Sharif (“A. Sharif”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”), regarding a multi-unit building in Vancouver, B.C.

Reginald Wilfred Ross (“R. Ross”) and Jacqueline Frances Ross (“J. Ross”) (together, “the Rosses”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Ladysmith, BC (the “New Home”), during the period of, or about, March 21, 2016, and February 8, 2018, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Reid Gary Pirie (“R.G. Pirie”) and Lindsay Marie Pirie (“L. M. Pirie”) (together, “the Piries”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Winlaw, B.C. (the “New Home”) in, or around, 2012 without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Rhett Christopher Peterson (“R. Peterson”) and Alison Leah Peterson (“A. Peterson”) (together, the “Petersons”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Dawson Creek, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, sold the New Home on, or around, February 28, 2012, without providing a Disclosure Notice for the New Home to the purchasers of the New Home.

Richard Boonstra (“Boonstra”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home in Telkwa, BC (the “New Home”), sometime prior to October 5, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On August 27, 2025, BCH issued Compliance Order 25-0018 to Boonstra, directing that Boonstra:

Richard Donald Mallett (“R. Mallett”) and Jennifer Marie Mallett (“J. Mallett”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Chilliwack, B.C. (the “New Home”), sometime in 2014 without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 15, 2017, BC Housing (“BCH”) issued Compliance Order 17-0031 to R. Mallett and J.

Richard Mark Dewinetz (“R. Dewinetz”) and Evelyn Dewinetz (“E. Dewinetz”) (together “the Dewinetzes), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), sold a new home on Galiano Island, BC (the “New Home”) on, or about, December 10, 2021, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On February 2, 2022, BC Housing (“BCH”) issued Compliance Order 21-0002 to the Dewinetzes directing that the Dewinetzes immediately either:

Richard Stanley Graham Davies (“R. Davies”) and Barbara Louise Davies (“B. Davies”) (together, the “Davies”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Golden, B.C. (the “New Home”) in, or around, 2009, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Rick McGrath Holdings Ltd. (“RMHL”) and Ryan McGrath (“McGrath”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home on Gambier Island, BC (the “New Home”), sometime prior to May 22, 2025, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Ritta Lillian Orlinis (“R. Orlinis”) and Gary Alan Orlinis (“G. Orlinis”) (together, the “Orlinis”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home on Texada Island, BC (the “New Home”), during the period of, or about, 2006 and 2007, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On July 5, 2012, Compliance Order 12-0040 was issued by the HPO to R. Orlinis and G.

Riverdell Adventures Inc. (“RAI”) and Nancy Alison Koch (“Koch”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on two new homes in Beaverdell, BC (the “New Homes”), sometime between the period of, or about, August 24, 2020, and October 29, 2021, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Homes being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Robert Allen Stromdahl (“R. Stromdahl”) and Sharon Stromdahl (“S. Stromdahl”) together the (“Stromdahls”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “ Act”), built a new home in Terrace, B.C. (the “New Home”), during the period of February 02, 2007, and April 19, 2012, without being an Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by home warranty insurance.

Robert Brandstetter (“R. Brandstetter”) and Amy Schmid-Brandstetter (“A. Schmid-Brandstetter”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Moricetown, BC (the “New Home”), on, or sometime prior to, December 22, 2015, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
