Compliance Order

Natalie Marie Raiche (“Raiche”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Salmo, B.C. (the “New Home”), during the period of, or about, 2007 and 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On April 12, 2012, Compliance Order 12-0028 was issued by the HPO to Raiche directing that Raiche either:

Nathan Janus Shewchuk (“Shewchuk”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Edgewood, BC (the “New Home”), sometime prior to May 13, 2020, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On February 17, 2021, BCH issued Compliance Order 21-0003 to Shewchuk directing that Shewchuk:  

Navdeep Singh Kajla (“N. Kajla”) and Sukhdeep Singh Kajla (“S. Kajla) (together “the Kajlas”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), caused to construct a new home in Surrey, B.C. (the “New Home”) between the period of, or about, July 19, 2016, and August 16, 2018, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On August 16, 2018, the Kajlas were issued Compliance Order 18-0059 directing that the Kajlas:

Nery Santos (“Santos”) and Nery Santos DBA Santos Homes & Renovations (“SHR”), contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in a manner that SHR is a Licensed Residential Builder (“LRB”) during the period of, or about, January 17, 2025, and August 21, 2025, without Santos or SHR being a BC Housing (“BCH”) LRB. On August 21, 2025, BCH issued Compliance Order 25-0016 to Santos, directing that Santos:

Nirmal Singh Punia (“N. Punia”) and Gurdeep Kaur Punia (“G. Punia”)(together, the “Punias”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C.

Norman Cowan (“Cowan”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), resumed construction on a new home in Duncan, BC (the “New Home”), sometime between November 1, 2021 and January 25, 2022, after the New Home was de-enrolled from home warranty insurance coverage on October 7, 2021, without being a BC Housing (“BCH”) Licensed Residential Builder and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Norwest Nu-Tech Distributors Inc. (“NNTDI”), Elvin Rempel (“E. Rempel”), and Pamela Rempel (P. Rempel), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Creston, B.C. (the “New Home”), sometime in 2013 without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

O.K. Ceramic Tiles Ltd. (“OCTL”) and Om Kumar Joon (“O. Joon”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Vancouver, BC (the “New Home”), during the period of, or about, December 2, 2014, and July 8, 2016, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. Okhyun Chung (“Chung”) commenced or caused to have commenced construction on a new home in West Vancouver, B.C. (the “New Home”), on, or about, November 30, 2016. Although the New Home was registered for coverage by home warranty insurance provided by a warranty provider on October 31, 2016, as required by the Homeowner Protection Act (the “Act”) and the Homeowner Protection Act Regulation (the “Regulations”), the New Home was de-enrolled from home warranty insurance coverage by the home warranty insurer on June 9, 2017, contrary to section 22(1) of the Act.

Olympic Mountain Construction Ltd. (“OMCL”), Jamie McDonald(“McDonald”), and Andre Mark Raknes (“A. Raknes”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Sooke, B.C. (the “New Home”), between the dates of November 27, 2012, and February 27, 2013, without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Onyx Premier Homes Ltd. (“OPH’), Amar Gill (“Gill”) and Jasdeep Uppal (“Uppal”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between July and September 2025, with respect to the sale of two new homes in Vancouver, BC (the “New Homes”). On December 10, 2025, BCH issued Compliance Order 25-0027 to OPH, Gill and Uppal directing that OPH, Gill and Uppal:

Pacific Gate Development Group Ltd. (“PGDG”) and Tom Trung Thanh Nguyen (“Nguyen”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, October 31, 2019, and February 12, 2020, regarding four new homes in Vancouver, BC (the “New Homes”). On February 12, 2020, BCH issued Compliance Order 20-0009 to PGDG and Nguyen directing that PGDG and Nguyen:

Pacific Port Development Group Ltd. (“PPDGL”) and Rita Rupinder Sangera (“Sangera”) commenced or caused to have commenced construction on a new home in Richmond, B.C. (the “New Home”), on, or about, February 11, 2015.

Pakhar Singh Heer (“P. Heer”) and Manjit Singh Heer (“M. Heer”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”), and sections 4.1(2)(b) and 4.1(2)(e) of the Homeowner Protection Act Regulation (the “Regulations”) regarding a new home in Surrey, B.C., (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to fulfil the requirements of being an owner builder during the period of, or about, October 22, 2012 and March 15, 2013.

Palmer Yachts Ltd. (“PYL”) and Paul Clifford Palmer (“Palmer”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid Residential Builder Licence between the dates of, or about, April 22, 2015, and April 22, 2015, regarding 3 new and never occupied homes in Richmond, B.C. (the “New Homes”). On August 28, 2015, a BC Housing Compliance Investigator issued Compliance Order 15-0031 to PYL and Palmer, directing that PYL and Palmer:

Palwinder Singh Gill (“Gill”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder between the period of October 2014 and March 2015, regarding a new home development in Surrey, B.C. (the “New Home”), without a valid HPO Residential Builder Licence. On March 27, 2015, the HPO issued Compliance Order 15-0016 (“CO”) to Gill directing that Gill immediately:

Pamela Fay Bell (“Bell”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Salmon Arm, BC (the “New Home”), within the past 10 years, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On November 14, 2014, the HPO issued Compliance Order 14-0062 to Bell directing that Bell:
