Peter Scott Kerford (“P. Kerford”) and Jane Kerford (“J. Kerford”) commenced or caused to have commenced construction on a new home in Naramata, BC (the “New Home”), on, or about, November 19, 2015.
Peter Timothy Unruh (“Unruh”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Porpoise Bay, BC (the “New Home”), between October 2013 and August 2014, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On May 17, 2016, the HPO issued Compliance Order 16-0013 to Unruh directing that Unruh:
Raven Flello (“Flello”), Philip Garrow (“Garrow”) and ADDC Homes Limited(“ADDC”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that Flello, Garrow and/or ADDC is a licensed residential builder during the periods of February 4, 2013 and April 8, 2013, without being an Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”).

Schneider”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Vanderhoof, B.C. (the “New Home”), between the period of April 12, 2011, and June 22, 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Prairie Creek Homes Inc. (“PCH”) and Daniel Peter Friesen (“Friesen”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Sorrento, BC (the “New Home”), during the period of, or about, December 16, 2017, to the Fall of 2018, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Preet Homes Ltd. (“PHL”), Hardeep Virk (“H. Virk”), and Kulwinder Virk (“K. Virk”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the period of, or about, November 2014 and December 2019. On July 28, 2021, BCH issued Compliance Order 21-0014 to PHL, H. Virk and K.
Premium West Construction Inc. (“PWC”) and Patrick Munyurangabo (“Munyurangabo”), contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in a manner that PWC is a Licensed Residential Builder (“LRB”) during the period of, or about, November 21, 2024, and March 31, 2025, without PW
Presice Builders Ltd. (“PBL”), dba PRES-ICE Builders (“PIB”), Patricia Cunliffe (“Cunliffe”) and Inderjit Sangha (“Sangha”), contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in any matter that PRES-ICE Builders Ltd. (“PIB Ltd.”) is a licensed residential builder during the period of, or about, May 8, 2024, and July 17, 2024, without PIB Ltd. being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”).
Prime B Custom Homes Ltd. (“PBCHL”) and Parmjit Kaur Bal (“Bal”) constructed a new home in Surrey, B.C. (the “New Home”), between the period of, or about, April 2, 2015, and September 13, 2017.
Pross Renovations Ltd. (“PRL”) and Victor Pross (“Pross”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder between approximately January 6, 2024, and May 29, 2024, regarding a new home in Victoria, BC.
R.O.C. Urban Development Corp. (“ROC”), Li Chao Gui (“Gui”), Massa Sihota(“M. Sihota”), Harshivkaran Singh Sihota (“H.S. Sihota”), and Harpreet S. Sihota (“H. Sihota”), constructed a new home in New Westminster, B.C. (the “New Home”), between the period of, or about, May 12, 2011, and March 7, 2014.
Rajinder Sahota (“Sahota”) and Dholpur Holdings Ltd. (“DHL”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a multi-unit building in Victoria, BC (the ‘New Homes”), without a valid Homeowner Protection Office (“HPO”) Residential Builder Licence and without each of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider. On November 1, 2016, the HPO issued Compliance Order 16-0027 to Sahota and DHL directing that Sahota and DHL:
