Ardent Construction Ltd. (“Ardent”) and Robert George Wighton (“R. Wighton), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Port McNeill, BC (the “New Home”), between April 2008 and February 2009. Although Ardent and R. Wighton were approved as a Homeowner Protection Office (“HPO”) Licensed Residential Builder (28347) during this period, Ardent and R.

Arjan Holdings Ltd. (“AHL”) and Salinder Singh Bhatti (“Bhatti”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, February 28, 2019, and August 28, 2019, regarding a new home in Surrey, BC (the “New Home”). On August 28, 2019, BCH issued Compliance Order 19-0011 to AHL and Bhatti directing that AHL and Bhatti:

Arthur Wei Chih Lin (“Lin”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), caused to construct a new home in Vancouver, B.C. (the “New Home”), without the New Home currently being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider, since the New Home was de-enrolled from HWI coverage by the home warranty insurer on September 26, 2017. Simmons”)(together, “the Simmonses”) contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in a manner that ABL is a Licensed Residential Builder (“LRB”) during the period of, or about, March 3, 2025, and December 10, 2025, without ABL being a BC Housing (“BCH”) LRB.

Aztec Developments Ltd (“Aztec”), Manjeet Singh Dhillon (“M. Dhillon”) and Gurnam Singh Dhillon (“G. Dhillon”), contrary to section 22(1) of the Homeowner Protection Act (the “ Act”), built 2 new homes in Surrey, B.C., (the “New Homes”) sometime between, June 21, 2010 and October 5, 2010, without the New Homes being covered by a policy of home warranty insurance. On May 29, 2012, the HPO issued Compliance Order 12-0020 to Aztec, M. Dhillon and G.

Back Forty Project Corp. (“BFP”), Dairn Fisher (“D. Fisher”) and Julie Fisher (“J. Fisher”) constructed a new home in Kelowna, BC (the “New Home”), between the period of, or about, March 11, 2024, and January 31, 2025.

Bahram Farzady (“Farzady”), contrary to section 22(1.1)(a) of the Homeowner Protection Act (the “Act”), offered for sale a new home in North Vancouver, B.C. (the “New Home”), between the dates of March 1, 2015, and March 5, 2015, without the New Home being covered with a policy of home warranty insurance pursuant to section 22(1) of the Act. On March 5, 2015, the Homeowner Protection Office (“HPO”) issued Compliance Order 15-0014 to Farzady directing that Farzady:

Balhar Cheema (“B. Cheema”), Harnek Cheema (“H. Cheema”) and Tirath Singh(“T. Singh”), contrary to section 14(1) of the Homeowner Protection Act (“ Act”), conducted the business of a residential builder by offering for sale a new home  without a valid Homeowner Protection Office (“HPO”) Residential Builder Licence between the dates July 31, 2012, and November 19, 2012, regarding a new home in Surrey, B.C. (the “New Home”). On November 19, 2012, the HPO issued Compliance Order 12-0053 to B. Cheema, H.

Baljinder Biling (“B. Biling”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Burnaby, B.C. (the “New Home”), during the period of, or about, December 3, 2015, and May 3, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On April 16, 2018, BCH issued Compliance Order 18-0022 to B. Biling directing that B. Biling:

Barbara May Harris (“Harris”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed or caused to have constructed a new home on Denman Island, B.C. (the “New Home”), between the period of, or about, July 14, 2014, and March 22, 2016, without being a Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On February 15, 2017, BC Housing (“BCH”) issued Compliance Order 17-0006 to Harris directing that the Harris:

Barry Edward Kreutz (“B. Kreutz”) and Elaine Louise Kreutz (“E. Kreutz”) (together, the “Kreutzes”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on a new home in Meadow Creek, B.C. (the “New Home”), Sometime prior to March 6, 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Barry Jerome Gillis (“B. Gillis”) and Karen Ka Yan Gillis (“K. Gillis”) (together, the “Gillises’), contrary to section 20.1(1) (b) of the Homeowner Protection Act (the “Act”), offered/marketed for sale a new home in West Kelowna, B.C. (the “New Home”) on, or prior to, September 5, 2012, for which an Owner Builder Authorization had been issued, during the 12-month period after the New Home was built. On November 20, 2012, the Homeowner Protection Office (“HPO”) issued Compliance Order 12-0044 to the Gillises directing that:

Beach Grove Properties Ltd. (“BGPL”) and Davied Broderick (“Broderick”), contrary to sections 22(1) and 22(1.1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on 10 new homes in Tappen, BC (the ‘New Homes”), sometime prior to September 22, 2015, and offered for sale the New Homes while the New Homes were being constructed, without each of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.
