Highline Design Ltd. (“HDL”) and Gary James Osborne (“Osborne”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Victoria, BC (the “New Home”), during the period of, or about, September 2020 and June 2021, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On May 11, 2022, BC Housing (“BCH”) issued Compliance Order 22-0008 to HDL and Osborne directing that HDL and Osborne:

Hina Sami (“H. Sami”) and Sami Ullah Khan (“S. Khan”), built a new home in Surrey, B.C. (the “New Home”) for which an Owner Builder Authorization (the “OBA”) had been issued, and, contrary to subsection 20.1(1)(b) of the Homeowner Protection Act, H. Sami sold her interest in the New Home within the 12-month period of time after the New Home was built. On November 15, 2011, the Homeowner Protection Office ("HPO") Registrar suspended the OBA and notified H.
House & Castle Construction Ltd. (“HCCL”) and Davied Broderick(“Broderick”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Blind Bay, B.C. (the “New Home”) from, or around, 2008 to 2009, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Huber Construction Ltd. (“HCL”) and Bernard Huber (“B. Huber”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), constructed, or caused to have constructed, a new home in Kelowna, BC, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 11, 2017, BC Housing (“BCH”) issued Compliance Order 17-0030 to HCL and B. Huber directing that HCL and B. Huber:
Ian Douglas Parris (“Parris”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on a new home in Topley, BC (the “New Home”), sometime prior to March 12, 2019, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On December 22, 2021, BCH issued Compliance Order 21-0026 to Parris directing that Parris:
Ian Neil Walmsley (“Walmsley”) and Holly Shalom Grieve (“Grieve”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home on Hornby Island, B.C.
Ian Theodore Cosens (“I. Cosens”) and Abigail Sydney Cosens (“A. Cosens”)(together, “the Cosens”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home in Dawson Creek, BC (the “New Home”), sometime prior to October 6, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Ideal Primetime Holding Co. Ltd. (“IPHCL”), Satinder Sethi, and Surjit Singh Sethi constructed a new home in White Rock, BC (the “New Home”), between April 13, 2015, and March 21, 2017.
Incircle Projects Ltd. (“IPL”) and King Yeung Luk (“Luk”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, September 9, 2020, and February 9, 2021, regarding three new homes in Richmond, BC (the “New Homes”). On February 9, 2021, BCH issued Compliance Order 21-0005 to IPL and Luk directing that IPL and Luk:
Island Dream Builders Inc (“IDBI”), Darren Gaudreault (“D. Gaudreault”), Marcel Gaudreault (“M.A. Gaudreault”), and Monica Gaudreault (“M.O. Gaudreault”), contrary to sections 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Qualicum Beach, B.C.
Izinga Contracting Inc. (“ICI”), Jason J. Macdonald (“Macdonald”), and Shaun Oosthuizen (“Oosthuizen”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Kelowna, B.C. (the “New Home”), between October 13, 2015, and May 3, 2016, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
J. A. Construction Ltd. (“JACL”) and Jasvir Gill (“Gill”), contrary to schedule 3 section 6(2) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Surrey, B.C. (the “New Home”), for which the New Home was occupied as a rental unit, sold the New Home on, or about, June 18, 2013, without disclosing, in writing, to the purchaser of the New Home, the date on which the home warranty insurance expires.
J. Simons Management and Development Ltd. (“JSMDL”) and Jeffery Simons (“Simons”) constructed 20 new homes (collectively, the “New Homes”) contained within a multi-unit building in Vancouver, B.C.
Jagpal Development Ltd. (“JDL”), Navjote Singh Jagpal (“Navjote J.”), Navepal Singh Jagpal (“Navepal J.) and Randeep Johal (“Randeep J.”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that JDL, Navjote J., Navepal J., and/or Randeep J. is a licensed residential builder during the period of July 29, 2021, and March 23, 2022, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”).
Jagtar Randhawa (“J. Randhawa”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), constructed, or caused to have constructed, a new coach home in Abbotsford, BC (the “New Home”), without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 24, 2017, BC Housing (“BCH”) issued Compliance Order 17-0034 to J. Randhawa directing that J. Randhawa to:
James Latham (“Latham”) dba Capital City Construction (“CCC”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that Latham and/or CCC is a licensed residential builder during the period of, or about, January 29, 2021 and May 5, 2021, without being a BC Housing (“BCH”) Licensed Residential Builder. On May 5, 2021, Compliance Order 21-0009 was issued by BCH to Latham and CCC, directing that Latham and CCC:
Jamie Christopher Mydaniuk (“Mydaniuk”) and Chrystal Rae Sawry (“Sawry”), built a new home in Bowser, B.C., (the “New Home”) in 2011.
