Compliance Order

Edward Brannon Johnson (“Johnson”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Terrace, B.C. (the “New Home”), between the period of, or about, January 1, 2015, and June 23, 2015, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On July 28, 2015, the HPO issued Compliance Order 15-0026 to Johnson directing that Johnson:

Edward Raye Hirst (“E. Hirst”) and Patricia Joan Hirst (“P. Hirst”) (together, “the Hirsts”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Tofino, B.C. (the “New Home”), during the period of, or about, June 8, 2016, and February 6, 2018, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Edward West Luxury Homes Inc. (“EWLH”) and Sebastian Motora (“Motora”) constructed a new home in Lake Country, BC (the “New Home”), between the period of, or about, February 3, 2022, and October 28, 2024.

Eelake Liau ("Liau") and  0720958 BC Ltd. ("0720958"), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the "Act"), built a new home in Vancouver, B.C., (the "New Home") during the period of March 31, 2008, and April 23, 2009, without being a Homeowner Protection Office ("HPO") Licensed Residential Builder ("LRB") and without that New Home being covered with home warranty insurance. Liau and 0720958 were issued Compliance Order 08-0020 on June 25, 2008.

Elizabeth Anne Morrison (“E. Morrison”) and Kevin Burns Morrison (“K. Morrison”) (together, “the Morrisons”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home on Hornby Island, B.C. (the “New Home”) on, or about, January 21, 2016, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Exact Management Ltd. (“EML”) and Mandeep Sandhu (“Sandhu”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, April 30, 2023, and January 23, 2024, regarding a new home in Burnaby, BC (the “New Home”). On January 23, 2024, BCH issued Compliance Order 24-0002 to EML and Sandhu directing that EML and Sandhu:

Executive Flight Centre Group Ltd. (“EFCG”), Ryan Albizzati (“Albizzati”), Dean Buckland (Buckland”), Ted Chow (“Chow”), and John Groothius (“Groothius”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, August 3, 2024, and September 17, 2024, with respect to eighteen new homes in Kelowna, BC (collectively, the “New Homes”).

Farhad Farzady (“F. Farzady”) constructed a new home in North Vancouver, BC (the “New Home”), between the period of, or about, October 11, 2013, and January 5, 2015. Although F.

First Accredit Mortgage Corporation (“FAMC”), Rory Howard Campbell(“Campbell”), Paul Edward Croy (“Croy”), Jeffery Alexander Moses (“Moses”), Walter Rodney Neufeld (“Neufeld”), and Christopher Pahl (“Pahl”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), offered for sale a new home in Victoria, B.C.

Flawless Homes Ltd. (“FHL”) and Stefan Bullert (“Bullert”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), although FHL and Bullert were approved as Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) (38420) between July 10, 2014, and July 31, 2015, built a new home in Fort St.

Frank Nielsen (FN) Construction Inc. (“FNCI”), Vesti Hakon Henry Nielsen (“V. Nielsen”) and Sean Alexander Frank (“S. Frank”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Lumby, BC (the “New Home”), between the period of, or about, August 4, 2016, and August 2, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

G P Home Developments Limited (“GPHD”) and Tejpal Singh Kailay (“Kailay”) constructed a new home in Coquitlam, BC (the “New Home”), between the period of, or about, March 25, 2022, and September 18, 2024.

G.A. Construction Ltd. (“GACL”), Guvinder Aujla (“G. Aujla”), and Dalbir Aujla (“D. Aujla”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the dates of, or about, August 31, 2017, and March 9, 2018. On March 9, 2018, BCH issued Compliance Order 18-0020 to GACL, G. Aujla and D. Aujla directing that GACL, G. Aujla and D. Aujla:

Gallery Homes Ltd. (“GHL”) and Blair Edward Gunn (“Gunn”) constructed a new home in Surrey, B.C. (the “New Home”), between the period of, or about, October 19, 2012, and May 7, 2014.

Gary Dale Heinrichs (“G. Heinrichs”) and Maria Secorro Portia Heinrichs (“M. Heinrichs”) (together, “the Heinrichses”), contrary to sections 14(1), 22(1) and 22(1.1) of the Homeowner Protection Act (the “Act”), built a new home in Langley, B.C.

Gary Douglas Burr (“G. Burr”) and Deborah Burr (“D. Burr”)(together, “the Burrs”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Falkland, BC (the “New Home”), in, or around, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On October 19, 2022, BCH issued Compliance Order 22-0025 to the Burrs directing that the Burrs:

Gerhard Albert Allgaier (“Allgaier”) and Georgina Doreen Du Russel (“Du Russel”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Smithers, B.C. (the “New Home”), between the period of, or about, September 17, 2009, and January 26, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Global Integrated Facilities Ltd (“GIFL”), Raghabir S. Aujla (“Aujla”) and Surinder Pahal (“Pahal”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Delta, B.C. (the “New Home”) between November 21, 2011, and December 21, 2012, without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Golden View Builders Ltd. (“GVB”) and Todagin Russell Hodson (“Hodson”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that GVB and/or Hodson is a licensed residential builder during the period of December 16, 2022, and December 27, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”).
