Compliance Order

Jeremy Henk Goosen (“Goosen”), contrary to section 20.1(1)(b) of the Homeowner Protection Act (the “Act”), sold a new home in Chilliwack, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, without having occupied the New Home for the 12-month period after it was built. On May 15, 2013, the Homeowner Protection Office (“HPO”) cancelled the OBA that had been issued to Goosen for the New Home. On March 21, 2014, the HPO issued Compliance Order 14-0023 to Goosen, directing that Goosen:

Jeremy James Simonson (“Simonson”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) between the period of, or about, August and September 2023, regarding a new home in Vernon, BC (the “New Home”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) since the New Home was de-enrolled from HWI coverage on  September 13, 2023, contrary to section 22(1) of the Act.

Jessie MacCosham (“MacCosham”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), offered for sale a new home in Vancouver, B.C. (the “New Home”), between the dates of April 25, 2013 and June 13, 2013, without the New Home being covered with a policy of home warranty insurance pursuant to section 22 of the Act.  On June 13, 2013, the Homeowner Protection Office (“HPO”) issued Compliance Order 13-0028 to MacCosham directing that MacCosham:

Jessy Shergill (“Shergill”), contrary to subsections 20.1 (1) (b) and 21(2)(a), of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C., (the "New Home"), for which an Owner Builder Authorization had been issued, signed a Purchase and Sale Agreement for the sale of the New Home on, or around, March 11, 2011, within the 12-month time period after the New Home was built, and failed to provide the purchasers of the New Home with a disclosure notice, in a form satisfactory to the Homeowner Protection Office (the “HPO”) registrar

JMJ Enterprises Ltd. (“JMJ”), Jasvir S. Binning (“J. Binning”), Manjit S. Binning (M. Binning”), and Jaswant S. Binning (“J.S.

Jody Lynn Elizabeth Moyls (“J. Moyls”) and Nicolas Jackson Inglis (“N. Inglis”) (together, “Moyls and Inglis”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home on Hornby Island, B.C. (the “New Home”) on, or about, June 23, 2015, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Joginder Kaur Randhawa (“Randhawa”), contrary to subsections 20.1(1)(b) and 21(2)(a), of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C., (the "New Home") for which an Owner Builder Authorization had been issued, sold the New Home, on or before, February 8, 2011, within the 12-month time period after the New Home was built, and failed to provide the purchasers of the New Home with a disclosure notice, in a form satisfactory to the Homeowner Protection Office (the “HPO”) registrar, stating, among other facts, whether or

John Dueck Klippenstein (“J. Klippenstein”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Peachland, B.C. (the “New Home”), between August 2010 and August 24, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On January 14, 2016, the HPO issued Compliance Order 16-0004 to J. Klippenstein directing that J. Klippenstein:

John F. Jensen (“Jensen”), contrary to sections 20.1(1)(b) and 21(2)(a) of the Homeowner Protection Act (the “Act”), built a new home in Blind Bay, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, sold the New Home without having occupied the New Home for the 12 month period after the New Home was built, and failed to provide the purchaser of the New Home with a disclosure notice, in a form satisfactory to the Homeowner Protection Office ( “HPO”) Registrar.

Jon Andrew Holmberg (“Holmberg”) and Lorraine Lise Boksa (“Boksa”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home in Inonoaklin Valley, BC (the “New Home”), sometime prior to November 14, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

On April 19, 2012, pursuant to s. 28.3(1)(a) of the Homeowner Protection Act (the “Act”), and s.20.1(2)(d) and s. 20.1(2)(e) of the Homeowner Protection Act Regulation (the “Regulations”), Jonathan Soderman Christensen (“J. Christensen”) and Ashley Margaret Juliet Christensen (“A. Christensen”) (together, the “Christensens”) were issued a monetary penalty, jointly and severally, in the single amount of $750.

Jonathan Wayne Sissons (“J. Sissons”) and Laurie Ann Sissons (“L. Sissons”)(together, “the Sissonses”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act), built or caused to have built a new home in Hagensborg, BC (the “New Home”), sometime between the period of, or about, August 2021 and November 2021, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Jortani Developments Inc. (“Jortani”) and Jaswinder Singh Cheema (“Cheema”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between  approximately April 20, 2025, and June 11, 2026, in relation to the construction of a new home in Mission, BC (the “New Home”). On April 1, 2026, contrary to section 22(1) of the Act, the New Home was de-enrolled from home warranty insurance (“HWI“).

Joseph Francois Duperron (“Duperron”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Osoyoos, B.C. (the “New Home”), during the period of, or about, March 8, 2010 and November 16, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On December 18, 2012, Compliance Order 12-0049 was issued by the HPO to Duperron directing that he:

Judah Heron (“Heron”), contrary to section 14(1) and 22 (1) of the Homeowner Protection Act (the “Act”), built a new home in Qualicum, B.C. (the “New Home”), between the dates of, or about, July 11, 2012, and August 19, 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On August 19, 2013, the HPO issued Compliance Order  13-0036 to Heron directing that Heron:

Judith L. Kwiatkowski (“J. Kwiatkowski”), Dennis Kwiatkowski (“D. Kwiatkowski”) (together, “the Kwiatkowskis”), and BC0385770 dba Denny’s Woodwork & Construction Ltd. (“DWCL”)  constructed a new home in Quesnel, BC (the “New Home”), between the period of, or about, July 29, 2011, and May 6, 2013.

Juhl Campbell (“J. Campbell”), contrary to section 22(1.1) (b) of the Homeowner Protection Act (the “Act”), offered/ marketed for sale two new homes in Boswell, B.C. (the “New Homes”), between the dates of April 7, 2012 and June 20, 2012, without either of the New Homes being covered with a policy of home warranty insurance pursuant to section 22 of the Act. On July 23, 2012, the Homeowner Protection Office (“HPO”) issued Compliance Order 12-0038 to J.

Justin Daniel Von Lienen (“Von Lienen”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Tappen, B.C. (the “New Home”), between the period of, or about, September 21, 2012, and September 23, 2015, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Justin Linford (“J. Linford”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Charlie Lake, BC (the “New Home”), sometime prior to August 2018 without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. Additionally, contrary to section 22(1.1) of the Act, J. Linford sold the New Home on or about June 5, 2024, without the New Home being registered for HWI coverage.

Kanani Development Ltd. (“KDL”), Inderjit Singh Basra (“I. Basra”), and Jasbir Singh Basra (“J. Basra”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Port Coquitlam, B.C. (the “New Home”), between the period of, or about, February 29, 2012, the date the New Home was de-enrolled from home warranty insurance coverage, and October 2012, without the New Home being covered by a policy of home warranty insurance.
