(“KDL”) and Keith Kin Wai Leung (“Leung”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that KDL and Leung is a licensed residential builder during the periods of May 31, 2020, and August 19, 2021, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”).
Kuldip Singh Aulakh (“K. Aulakh”) and Inderjit Kaur Aulakh (“I. Aulakh”) (together, “the Aulakhs”) , contrary to section 22(1.1) of the Homeowner Protection Act (the “Act”), offered for sale two new homes in Prince George, B.C.
Kuldip Singh Aulakh (“K. Aulakh”) and Inderjit Kaur Aulakh (“I. Aulakh”)(together, “the Aulakhs”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(b) of the Homeowner Protection Act Regulation, regarding a new home in Prince George, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to fulfil the requirements of being an owner builder.
Kuldip Singh Aulakh (“K. Aulakh”) and Inderjit Kaur Aulakh (“I. Aulakh”) (together, the “Aulakhs”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Prince George, B.C. (the “New Home”) in, or around, March 2008, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Kulvinder Kaur Lally (“K. Lally”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Surrey, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to engage in, arrange for or manage all or substantially all of the construction of the New Home. On June 16, 2016, BC Housing (“BCH”) cancelled the OBA that had been issued to K. Lally for the New Home. On December 22, 2016, K.
Kulwant Mattu (“K. Mattu”) and Ranjit Mattu (“R.
Kyle Walker Construction Inc. (“KWC”) and Kyle Walker (“Walker”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that KWC and/or Walker is a licensed residential builder during the period of, or about, March 22, 2022, and January 30, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”). On January 30, 2023, BCH issued Compliance Order 23-0003 to KWC and Walker directing that KWC and Walker:
Lance Bruneau (“Bruneau”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Westbridge, BC (the “New Home”), between the period of, or about, January 2022 and May 8,l 2024, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On May 8, 2024, BCH issued Compliance Order 24-0009 to Bruneau directing that Bruneau:
Landcraft Homes Ltd. (“LHL”), Harjit Sandhu (“Sandhu”), and Terjinder Chung (“Chung”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the dates of, or about, December 31, 2017, and March 16, 2018, with respect to four new homes in Richmond, BC, two new homes in Vancouver, B.C., and one new home in New Westminster, BC (collectively, the “New Homes”).
On December 13, 2017, pursuant to s. 28.3(1)(b) of the Homeowner Protection Act (the “Act”), Larry Allen Penner (“Penner”) was issued a monetary penalty in a daily amount of $135, to a maximum of $4,050, for each day that passes until the demands contained in Compliance Order 17-0032 have been satisfied. This Monetary Penalty was issued for the following reasons:

(the “New Home”), sometime in 2016 without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 19, 2017, BCH issued Compliance Order 17-0032 to L. Penner directing that L. Penner:
Lexington Homes Ltd. (“LHL”) and Jaspal Mangat (“J. Mangat”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, March 31, 2018, and July 23, 2018, regarding a new home in Burnaby, B.C. (the “New Home”). On July 23, 2018, BCH issued Compliance Order 18-0053 to LHL and J. Mangat directing that LHL and J. Mangat:
Louise Kathleen Miller (“Miller”) and Norman Nicholas Kadyschuk (“Kadyschuk”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Qualicum Beach, B.C. (the “New Home”), between March 2008 and February 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Man Hin Christopher Ho (“Ho”) and Catherine Ann Dworak (“Dworak”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on a new home in Terrace, B.C. (the “New Home”), during the period of, or about, June 24, 2017, and February 26, 2018, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Manjit Kaur Nain (“M. Nain”) and Baljit Singh Nain (“B.
Manjit Singh Heer (“M. Heer”) and Rajwinder Kaur Heer (“R. Heer”), contrary to section 20.1(1)(b) of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C. (the “New Home”), for which an Owner Builder Authorization had been issued, sold the New Home within the 12-month time period after the New Home was built. On April 10, 2013, Compliance Order 13-0015 was issued by the Homeowner Protection Office (“HPO”) to M. Heer and R. Heer, directing that M. Heer and R. Heer:

Gaba”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new main home and a new coach home in Vancouver, B.C. Schouten”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Smithers, B.C. (the “New Home”), on, or about, August 22, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On April 16, 2018, BCH issued Compliance Order 18-0023 to M.
Marden Leroy Wolsey (“Wolsey”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Mount Currie, B.C. (the “New Home”), during the period of, or about, June 13, 2008, to April 13, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On March 7, 2014, the HPO issued Compliance Order 14-0020 to Wolsey directing that Wolsey:
Mark Rodolph Gaudreault (“Gaudreault”) and Milagros Clemencia Rivera Cuzco (“Cuzco”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), sold a new home in Blind Bay, BC (the “New Home”) on, or about, November 27, 2020, within 10 years from the date the New Home was ready for occupancy, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
